
Chase Community Development Competition
This spring Milano and Parsons were challenged by Volunteers of America, Greater New Orleans to develop and propose a mixed income, mixed use
housing development on a plot of land that they have purchased, beside the Mississippi River at 1770 Tchoupitoulis Street in the Lower Garden
District. In response to this challenge, the Parsons and Milano teams proposed a 54 million dollar, medium density development of 141 units, 87
of which are 'affordable'. The development includes residential, commercial and recreational space. The design is innovative, and very responsive
to its location and to local conditions and community needs. The financial proposal is both sophisticated and creative in its sources of funding and is also resilient to current bottom-line economic realities.
Ultimately, the goal was to build affordability back into a desirable,
riverfront site in New Orleans that has not been used for residential
purposes previously, but that sits within a district that has seen a
substantial loss of affordable housing in the aftermath of the
demolition of public housing and 'the storm'.
